Evaluation of Reintegration Assistance Provided to Returnees to Kosovo (UNSCR 1244) (2015)

Summary: The overall objective of the proposed project is to provide experts and practitioners with a detailed empirical analysis on how the reintegration assistance offered to the beneficiaries of Hungarian assisted voluntary return and reintegration programmes to Kosovo (UNSCR 1244) could be improved in order to contribute to the effectiveness and the sustainability of the return process. To achieve this, the project envisages the implementation of four components: 1) Collecting primary data on the perception and sustainability of reintegration assistance in Kosovo through a questionnaire, semi-structured interviews with the recipients of the reintegration grant between 2009- 2013 during a two-week monitoring trip; 2) Developing a bilingual report (in English and Hungarian) on the findings of the data collection with a view to analyze the aspects of sustainable reintegration and their practical consequences in the context of Kosovo; 3) Identifying and presenting successful stories of reintegration in a “Stories of Return” publication which will be disseminated among the relevant actors in Hungary and will give visibility to 5 years of reintegration funding received from the Hungarian government; 4) Organizing a report launch in Budapest with a view to disseminate the report and its main implications. The event will also allow participants to exchange opinions regarding the improvement of reintegration programmes. As a result of the proposed project activities, a better knowledge and understanding will be available on how to provide effective and sustainable reintegration assistance to AVRR beneficiaries. The findings can be used by the Hungarian authorities - namely, the Ministry of Interior, the Office of Immigration and Nationality (OIN), IOM and relevant non-governmental organizations (NGOs) in efforts to improving the current system of reintegration assistance as part of future AVRR programmes.
